Captain Charles Wallace (C.W.) Wagner is a police officer of New York Police Department. He's very unwelcoming to Elsbeth when she's sent over to the department to supervise their arrest procedures, but he learns to trust her judgement, although very cynical of her investigative methods. It's implied that he's a dirty cop, which is the real reason Elsbeth got sent over. Though it later turns out Lt. Dave Noonan was the dirty cop & he got arrested. His full name was revealed in the episode A Fitting Finale after Elsbeth read his report.
